Sa dami ng nagtatanong tungkol sa status ng UVVRP for Pasig at Paranaque, tinawagan namin ulit yung MMDA Hotline (136). Ang sagot nila ngayon ay ang mga lungsod ng Pasig, Paranaque at Marikina ang walang coding at ang Pasay daw ay meron.

PGMA has declared January 2 as a special non-working holiday. This means that coding will automatically be suspended on this day.

The MMDA has announced that coding will be lifted from December 25 to January 1. Unfortunately, based on the lack of any mention of December 24, it is assumed that coding will still be in effect on that day.

Just in case we forget, December 26, 29 and 31 have all been declared as special non-working holidays. So, following standard UVVRP guidelines, coding will be suspended during these dates. This means that starting Christmas Day until New Year's Day, everyone can use their vehicles all they want to go where they want at any time they want (tama ba english n'un?). Of course, some mayors may have a penchant to "go against the tide" so we'll keep you posted.

For those of you who aren't sure, December 1 has been declared as a regular holiday by GMA. And as with all holidays, coding is suspended.
So those of you who have plates ending with 1 or 2, you can go ahead and roam the streets. Have fun!

Just found out about this now.
Seems like the Las Pinas local government has joined both Makati and Pasay in implementing coding even during the window hours of 10am-3pm. This was first imposed last June. Here's an old article about it.
Also, keep in mind that the city of Las Pinas ends once you get past the Concha Cruz entrance of BF Homes on Alabang-Zapote Rd. According to this thread on Tsikot.com, a lot of MMDA enforcers have been duping people along the Muntinlupa stretch of Alabang-Zapote Rd., as well as on Commerce Ave.

The Makati City government has announced that senior citizens who are residents are exempted from color coding within the city limits. However, in order to qualify, said residents would have to register for the BLU card program.
In terms of implementation, all that's needed is that a senior citizen with a BLU card is in the vehicle, whether as the driver or a passenger. They don't even need to own the vehicle in question. If they are apprehended, they should just present the BLU card to the apprehending enforcer and they get away scot-free.
Anyway, the rules are kinda iffy since it is most likely that their vehicle will be asked to pull over a lot. However, this is still the preferable method since having some kinda sticker would be open to abuse. It's still better than not being able to use their vehicle, though.

The guys noticed that a lot of the people visiting the site were searching for rules on the MMDA's UVVRP. So, we decided to take a look at the MMDA's site and post whatever they have there here.
The UVVRP is in effect from 7:00am to 10:00am and 3:00pm to 7:00pm, Mondays to Fridays, for all cities in Metro Manila, EXCEPT for Marikina, Pasig and Paranaque, which have opted not to implement the program. Also, for the cities of Makati, Malabon and Las Pinas, the UVVRP is in effect from 7:00am to 7:00pm, effectively removing the 10:00am to 3:00pm window. However, the main thoroughfares of EDSA, C5 and Macapagal Ave. passing through these cities are exempted from the UVVRP during the window hours of 10:00am to 3:00pm. The UVVRP is also automatically suspended on regular and special holidays for all cities in the metro.
For those who may be unaware, vehicles with plate numbers ending in 1 and 2 are not allowed on the road during these times on Mondays, 3 and 4 on Tuesdays, 5 and 6 on Wednesdays, 7 and 8 on Thursdays and 9 and 0 on Fridays. If the vehicle has not yet been issued a license plate, the last number on the conduction sticker will be used instead.
As for exemptions, there are a lot of these, and the language used is kinda daunting. Here's our attempt to summarize the ones that are contestable. However, note that enforcers can still stop you anytime to confirm whether an exemption applies.
1. Medical practitioners can use their vehicles only if they are responding to medical emergencies. So, being late for the clinic, going home from the hospital or picking up the kids from school does not count, even if you have an MD or Doctor on Call signboard on the vehicle.
2. Media personalities can use their vehicles only if they are on official duties and they display a signboard showing the media agency that they represent. Note that enforcers have the right to confirm this with the concerned media agency, although it is doubtful that they will do this.
3. Non-emergency government vehicles, whether they have the appropriate markings, plates, stickers or otherwise, need to present a duly approved itinerary of travel or trip ticket. If the vehicle does not sport red plates, they also have to present registration papers showing that the vehicle is government-owned.
4. For people who own multiple vehicles bearing the same ending number, they can apply for a permanent exemption for their other vehicle(s) as long as they are all registered under a single name. We are not sure though whether they will be provided with a certificate or if an official sticker, signboard or whatever will have to be displayed on the vehicle or if they will be assigned another number that will apply to the UVVRP. If you ask us, it's better just to apply for a change in plate number. Much less confusing for both the owner and the enforcers.
5. Partial exemptions are also provided to vehicles of members of the Integrated Metro Bus Operators Association, Provincial Bus Operators Association of the Philippines and the Southern Luzon Bus Operators Association, as long as the corresponding MMDA-issued stickers are displayed. What "partial exemption" means or why these people deserve an exemption, we have no idea.
6. All motorcycles are exempted from the UVVRP.
People can also apply for a one-day exemption at the MMDA, but only on the day before they desired exemption date. The MMDA Chairman can also issue exemption certificates based on "highly exceptional circumstances."
Now if you are apprehended, enforcers will confiscate your license and issue you a ticket carrying a fine of P300.00. Based on experience and feedback from the enforcers themselves, once you get caught and are issued a ticket, you can now use your vehicle for the rest of the day. If you're caught again, just show them the ticket and they'll let you go. Which is pretty dumb, in our opinion.
Anyway, for the complete list of exemptions, here is a link to the MMDA's latest regulation covering the UVVRP.
Finally, using commemorative plates DOES NOT, in any circumstance, exempt vehicles from the UVVRP. Though it does make it harder for them to catch you.

Noticed that a lot of people have been googling about coding for the holidays. Since GMA has declared the 24th, and the 31st as public holidays, coding will be suspended during these days. Obvioiusly, the same is true for the 25th and the 1st.
As for the 26th 'til the 28th, no announcements have been made as of yet, so the presumption is coding will be in effect during those days.

Finally, the mayors have approved the MMDA resolution to suspend UVVRP from April 6 to June 2. As expected, Makati is not included and shall still continue with UVVRP during this time.

I know I've declared before that I won't be posting pictures of vehicles violating the MVVRP, or coding, as it is more commonly known, but I just couldn't help posting these two. These were taken at 5:25pm on Connecticut Ave. in Greenhills.
Having tons of money doesn't mean that one can begin breaking the laws of the land. In fact, I feel that highly educated people such as these (or so I assume) have a deeper responsibility to the country. I just hope that they start to take this responsibility seriously and help lead this country of ours to greatness once again.

As you may or may not know, press vehicles are exempted from the MVVRP (or coding, as it is more commonly known). I suppose the reasoning behind this is that ensuring that the right news at the right time is presented to the public is one of the important components of a democracy.
But, as shown in this pic, this can and is quite often abused.
Now, what kind of news comes out on the Buy & Sell newspaper that can be so important to the general public?!?
